TES and CPC Finland Launch LUOTO ENERGIA to Develop Finland’s Largest Green e-NG Project

Tree Energy Solutions (TES) and CPC Finland Oy have established a joint venture, LUOTO ENERGIA OY, to develop a large-scale green synthetic fuel project in Rauma, Finland. The project will focus on producing electric natural gas (e-NG)—a renewable synthetic methane—made from green hydrogen and captured CO₂, offering a powerful solution for hard-to-electrify sectors like industry and maritime transport.

The project will feature up to 500 MW of electrolysis capacity, generating around 60,000 tonnes of green hydrogen annually. This hydrogen will be converted into more than 125,000 tonnes of e-NG using the Sabatier process, which combines green hydrogen with recycled biogenic CO₂. The e-NG can then be liquefied and shipped to European and international markets, while the hydrogen may also be distributed via Gasgrid Finland’s Nordic Hydrogen Route.

The facility will be built on a 20-hectare site in the Iso Järviluoto expansion area at the Port of Rauma, one of Finland’s largest ports. Once operational, the plant will support Finland’s decarbonisation strategy by producing RFNBO-classified e-NG (Renewable Fuel of Non-Biological Origin) under the EU’s Renewable Energy Directive (RED III). The project will also provide over 1,000 construction-phase jobs and create around 40 permanent technical positions once operational.

CPC Finland has already initiated the permitting process. The goal is to enter the pre-FEED phase in 2026, with a final investment decision (FID) by 2028. The site’s existing zoning approvals support an efficient path to construction.

About the Technology:
e-NG is created by reacting green hydrogen with captured CO₂ using the Sabatier process, producing a molecule identical to natural gas. This allows for seamless integration into existing gas infrastructure and a faster route to global decarbonisation.

TES is also developing a green energy hub and import terminal in Wilhelmshaven, Germany, which will serve as a major distribution node for e-NG across Europe.

This project strengthens Finland’s position as a leader in renewable fuels and supports the EU’s broader climate goals through advanced, scalable clean energy solutions.
