Mauritania and Möhring Energie Partner on 1 GW Green Hydrogen and Ammonia Mega-Project

Mauritania has entered into a strategic framework agreement with Möhring Energie Holding GmbH to develop one of the country’s largest industrial-scale green hydrogen and green ammonia projects to date. The agreement was signed in Nouakchott by Mauritania’s Minister of Petroleum and Energy, His Excellency Mohamed Ould Khaled, and Möhring Energie Group founder and CTO, Sascha Möhring.

The partnership marks an important milestone in Mauritania’s national hydrogen strategy — the Hydrogen Code — and establishes the foundation for Möhring Energie’s NAYRAH project, a modular power-to-X development designed to scale up to 1 GW of electrolysis capacity. Once fully developed, the project aims to produce up to 140,000 tonnes of green hydrogen and 400,000 tonnes of green ammonia annually for export to European markets. Production is expected to begin in 2029.

Under the agreement, Möhring Energie will receive access to approximately 500 km² of land west of Nouadhibou, with the possibility to expand to 1,600 km² in later phases. The designated area offers exceptional wind and solar resources — among the strongest globally — making it ideally suited for large-scale renewable energy and green molecule production.

A Modular, Sustainable Power-to-X Hub

NAYRAH will be developed in successive stages, beginning with a “fast-track” module of around 100 MW of electrolysis capacity. This will be followed by an accelerated expansion toward the full 1 GW target.

Beyond producing green hydrogen and ammonia, Möhring Energie is integrating circular and environmentally responsible solutions into the project design. Plans include seawater desalination systems and the use of regenerative by-products in agriculture — such as supporting local protein crop cultivation — as well as potential CO₂-based e-fuels.

Strong International Backing

The agreement signing was attended by a senior German delegation led by Christoph Rauh, Africa Director at Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). Ambassadors from Germany, the EU, and Mauritania were also present, signalling growing European interest in Mauritania’s emerging green energy sector.
